
The Senate Standing Committee on IT and Telecom has officially approved the Digital Nation Pakistan Bill 2025. The bill was passed with four votes in favor, while two members opposed it. This marks a significant step towards advancing the country’s digital infrastructure and aligning with global trends.
During the committee meeting, a proposed amendment to Section 7 of the bill sparked debate among the members. Initially, four lawmakers supported the amendments, but one, Senator Nadeem Bhutto, later withdrew his support due to concerns over the section. With his withdrawal, the amendments could not secure enough votes for approval, leaving the original text of the bill unchanged.
The bill lays out a comprehensive plan to establish a 17-member National Digital Commission, which will be led by the Prime Minister. The commission will include key stakeholders, such as provincial chief ministers, federal ministers, and the heads of institutions like the Federal Board of Revenue (FBR), the National Database and Registration Authority (NADRA), the Pakistan Telecommunication Authority (PTA), and the Securities and Exchange Commission of Pakistan (SECP).
One of the primary goals of this commission is to create and implement a National Digital Master Plan. This plan aims to transform Pakistan into a fully digital nation by enhancing collaboration between government entities and ensuring efficient digital transformation across all sectors. The commission will also have the authority to enforce compliance with the master plan and take necessary actions against non-compliance.
The bill also calls for the formation of a Pakistan Digital Authority, which will work under the guidance of the commission. The authority will be tasked with executing the master plan and will consist of a chairman and members appointed by the Prime Minister for a term of four years.
To ensure proper monitoring and accountability, the bill proposes a Strategic Oversight Committee. This committee will evaluate the performance of the Pakistan Digital Authority, with the relevant federal minister serving as the chairperson.
This landmark bill is expected to drive innovation, streamline government processes, and pave the way for a digitally empowered Pakistan. It demonstrates the country’s commitment to embracing technology and improving digital infrastructure for better governance and economic growth.
