
Sindh’s government is taking a big step to improve healthcare across the province. Chief Minister Murad Ali Shah has approved a four-year (2025-29) healthcare plan that will make medical services more accessible, strengthen immunization programs, and enhance overall governance in the health sector.
This initiative focuses on making sure that women and children get better healthcare services. The government has set high targets to improve health facilities, expand outreach programs, and introduce advanced monitoring systems.
Boosting Immunization & Community Healthcare
Right now, Sindh’s immunization coverage stands at 69%, but the goal is to reach 95% by 2026. To achieve this, the government will hire 5,500 Lady Health Workers (LHWs) and Community Health Workers (CHWs). These workers will play a key role in reaching out to communities and ensuring that essential vaccinations and healthcare services are delivered efficiently.
Additionally, 3,500 vaccinators and technical staff will be hired, including cold chain and software engineers, to improve vaccine storage and distribution. The government will also provide 5,250 medical kits and IT equipment, such as GPS-enabled mobile phones, to ensure smooth healthcare operations.
Moreover, 21,084 essential tools—including temperature monitoring devices, fridge tags, SIM cards, mobile phones, and motorcycles—will be distributed. A major highlight of this initiative is the introduction of the HPV vaccine, which aims to vaccinate 2.8 million people by 2028. To support this, solar-powered cold chain facilities will be set up in 35 divisional centers to ensure vaccine safety and quality.
Strengthening Nutrition Programs
Malnutrition is a serious issue in Sindh, and the government is stepping up efforts to address it. By 2026, 11 new Nutrition Stabilization Centers (NSCs) and 714 Outpatient Therapeutic Program (OTP) sites will be established. These centers aim to treat 1.24 million malnourished children under five years old.
The initiative will provide Ready-to-Use Therapeutic Food (RUTF) and essential supplements like F-75 & F-100 for undernourished children. Seventeen stabilization centers will also receive operational support to improve services.
Mothers and adolescent girls will receive iron and folic acid supplements, along with breastfeeding counseling, as part of a broader preventive strategy. Additionally, 1,440 awareness sessions will be conducted over 30 months, with 360 sessions planned for 2026 alone.

Fighting Non-Communicable Diseases (NCDs)
To address common health issues like diabetes, hypertension, and other NCDs, screening facilities will be expanded across Sindh. The government plans to set up 350 screening units in Primary Healthcare Units (BHUs) by 2026.
Healthcare professionals will be trained through 8 Training-of-Trainers (ToT) sessions and 158 district-level training programs. Moreover, 1,440 screening camps will be organized by 2028 to ensure early detection and treatment.
Improving Healthcare Governance & Monitoring
A strong Monitoring & Evaluation (M&E) system will be put in place to ensure better service delivery. The government aims to increase annual healthcare facility visits to 48,000 and introduce real-time data tracking through live dashboards in 40 districts.
To improve decision-making, the Health Management Information System (HMIS) will be integrated with DHIS-2. Around 900 IT devices will be provided to ensure timely reporting and transparency in healthcare operations.
Upgrading Hospitals & Medical Facilities
A large-scale Maintenance & Repair (M&R) project has been approved to upgrade healthcare facilities at all levels. The plan includes:
- Restoring 109 tertiary hospitals, 91 secondary hospitals, and 572 primary health units.
- Renovating 122 key healthcare facilities in 2026.
- Building two new medical & surgical towers at Civil Hospital Karachi.
This initiative will improve the quality of medical services and ensure that hospitals are well-equipped to handle patients efficiently.
Strengthening the Nursing Sector
Sindh is facing a shortage of nursing professionals, and the government is taking steps to resolve this issue. To improve nursing education and training, the following measures have been approved:
- Introducing evening shifts in 20 nursing colleges.
- Creating 443 new teaching & non-teaching positions.
- Providing scholarships for 1,125 BS Nursing students.
- Building 10 new science labs and renovating 10 nursing colleges.
- Purchasing 20 vehicles for student mobility and outreach programs.
These steps will help train more nurses, ensuring that hospitals and clinics have skilled staff to provide quality healthcare services.

Sindh’s government is committed to strengthening community-based healthcare services, modernizing hospital facilities, and improving health outcomes for all residents. The new healthcare strategy is designed to make medical services more accessible and efficient, especially for women and children.
With these initiatives in place, the province is set to experience a major transformation in healthcare over the next few years. The focus on hiring healthcare workers, expanding immunization programs, strengthening nutrition services, and improving governance will make Sindh’s healthcare system stronger and more sustainable for the future.
